You can upgrade contacts to responders, and responders to users by selecting the person you want to upgrade, as shown in the image below.
In this example, click on "Upgrade to responder."
This tab will then appear — click "OK" to upgrade the contact to a responder.
The user is now upgraded to a responder. You can now proceed to upgrade the same person to a user.
